Due to China’s infrastructure and resource gaps there is a great need for support in products and services for emergency response and management of natural disasters and health epidemics. Since 1990 to 2011, China’s natural disasters have annually affected 400 million people, collapsed 4 million houses, and evacuated 10 million people, leading to $32.6 billion in direct losses. This year, China's human H7N9 bird flu outbreak has cost just the country's poultry industry more than $65 billion. China has spent over $74 billion on health since spring of 2011 and has earmarked $127.6 billion for health expenditures through 2014.
