The group has not discussed yet. This was simply a draft for discussion. 

I used the loc prefix as a means to comply with no duplication of element names. Polygon, circle and others are already used in the Area block. 

The submission relates to a discussion regarding the addition of event location, which we have found many alert recipients wish to receive; especially emergency response officials.  The current practice here in Canada is to use a parameter.

I have not been on a OASIS conference call for some time so I am obviously not privy to the discussions on CAP location elements. That siad, I was wondering why the group chose the “loc” part of a location element tag (such as locPoint) rather than being consistent with the NIEM use of “geo” (such as geo:Point). Also, one should consider ISO 19107 (spatial schema) for terms and definitions of any geometry type. 19107 is the abstract model basis for many geo encodings, such as NIEM, GML, GeoJSON, SQL/MM, NG 911 geo related specs, the IETF, OMA and so on.
