Message type update also removes the message and replaces with the new message. So, cancel if no new info is needed. Update if new message is needed to go out on the phones.

For WEA it means take the canceled message out of service immediately. That is semantically different than an affirmative âall Clearâ as a new message referencing the previous message. The new longer 360 character message may make use off AllClear more valuable. AllClear is actually disallowed in the original ATIS Standard. That way also be true in the new standard. I would have to check.

For EAS, it means take the message out of further broadcast rotation. Actually it has almost no effect as EAS messages are rarely re-broadcast anyway. It does not create a new broadcast message. This is based on EAS Industry Group guidance.

For the IPAWS Feed of Public messages, it is undefined. It is put on the feed and consumers will need to interpret the meaning for themselves.

IPAWS does not accept a cancel for a message that has already expired. ÂâYou cannot kill a dead man."

Prior to CAP 1.2 and the introduction of AllClear, as Rex noted, it was common practice and that still continues to this day. Ideally for new CAP issuers, they should start out with the recommended practice of using AllClear. But there is no requirement that long-standing CAP users stop using Cancel. You are right that it might introduce some consequences for downstream systems who are used to your current practices.

If you are looking at any changes, I would recommend introducing AllClear for the responseType in the appropriate info blocks. This can work in conjunction with your current Cancel practices and provide a migration path for users down the road if you decide to change Cancel.
