Regarding Specification: CAP 1.1

Because of the use of CAP for Amber Alerts and other alerts associated with automated and semi-automated dessemination methologies, and because of the size limitations inherent in some of those methodologies, I'd like to request the addition of two more permanent optional free-form text fields in the cap.alertInfo context:

voiceText - A shortened form of the human readable description of the hazard or event that occasioned this message, suitable for text-to-speech or broadcast, limited (not by the schema but by usage) to the FCC's two-minute SAME audio total time.

shortText - A shortened form of the human readable description of the hazard or event that occasioned this message, suitable for signage and mobile text messaging, limited (not by the schema but by usage, as it will vary by user and increases in technology over time) to the total number of characters on such devices.
