Request added wording for Adresses

This comment was passed to me from IBM’s the design team at EADIS team working on the new DM-OPEN interfaces. They would like to add the following language:

 

“(4) MAY also be used when <scope> value is “Public” to mean that the contained addresses are required destinations, but that retransmission to other addresses is allowed as necessary.”

 

Note that this change requires no change in schema and will not affect other implementations of CAP, but will allow CAP messages to be retransmitted when certain known addresses are required, but there may be an unknown set of others who would also benefit from the message.  This would also make wrapping a CAP Message in a Distribution Element for retransmission a bit easier.
