If no one has gotten back to you on the Simple Features solution, I think we will have to return to our original plan, since even though it is only 150 pages out of 500 or so, its still way more than we need, plus we require the point-circle, so we'd be stuck doing a profile of a profile with an extension. I think that's one or two things too many to explain to our constituencies. So, if the OGC is finding it problematic to field the geo-oasis:Where type Profile, then we (GIS SC with your guidance, not necessarily your editorship) should do it. As Gary pointed out, it's so ubiquitous throughout our specifications, we can't really do another final deliverable without it. So I suspect we will just have to do it ourselves, based on the existing stopgap document and the requirements you've compiled.

Sigh. Not what I think is optimal, but I confess I don't have a solution.
