Folks - I have made substantial progress but still have a fair bit to do. If you could take a look through the attached XSDs you'll see the main changes have been made. I still have some cleanup to do in some areas (emergencyDepartmentStatus, facilityStatus, emergencyOperations, and some other refactoring) but it is in fairly good shape. I'll leave the WD08 designator on until next week but by then we may be ready to circulate it more widely.
