previous changes accepted and comments deleted. It needs to be double
checked against the latest spec template at
http://docs.oasis-open.org/templates/ (has a copyright of 2008 in its
footer). Otherwise, this version has "Draft in its filename with versioning
number of 0.00, making it ready to use to create the first draft which
could start with a versioning number of 0.01 giving us 99 possible drafts
to use prior to creating the first official committee draft.
