EMFW-6 TOPIC 5: TargetArea - Too much flexibility?

The issue is what flexibility for different kinds of areas should be supported for distributing emergency messages.  On the one hand, there might be many kinds of areas, such as a spill area, an impact zone, an area to be evacuated from, an area to be evacuated to, etc.  So flexibility to specify different kinds/types of areas seems useful. On the other hand, from a messaging standpoint, maybe all we need to know is a "source" area (where the message is coming from) and a "target" area (where the message is going to).  Any other areas may be useful for emergency management in general, but may be just added complications and unnecessary for distribution purposes.

Potential Resolution: Restrict (or not) the "kinds" of target areas to simply "source" and "target", which are currently the defaults.
