Minutes of the Messaging Subcommittee, 8/3/04

Continuing from the GIS call, the SC got a report from Art on a 
general framework for developing an Emergency Data Sharing Language 
(strawman draft distributed to the SC list) and a brief overview of a 
possible SOAP-based "wrapper" construct that will be discussed at a 
meeting in DC this Friday.  Art promised to share whatever details 
emerge from that session with the Infrastructure and Messaging 
subcommittees.  Rex suggested that some sort of a 
cross-reference/thesaurus might be helpful in implementing the "EDSL" 
vocabulary.

The subcommittee also heard from Tom and Art on a meeting between DHS 
and DoJ personnel at the CAPWIN office last Friday... following up on 
queries in the TC list about how a condition on OJP grants might 
affect use of CAP.  At that meeting DoJ's Ken Gill agreed to clarify 
that the language wasn't intended to inhibit the use of other 
standards, and the group discussed possible mechanisms for 
coordinating such issues across disciplines (justice, emergency mgt., 
fire, health, etc.) as more standards evolve.  One possibility 
discussed was to see if some sort of coordination/harmonization 
effort might be organized under the federal CIO's Council.  Rex 
suggested that there might be an opportunity to move that issue ahead 
at a pending CIOC-sponsored meeting on 8/17.

The subcommittee also noted in passing that the scheduled 9/14-15 
dates for the TC face-to-face in Stafford conflicts with both NEMA 
and the EIC demo at the Maritime Security conference in New York.
