Subject: Review of CAP Issue #9


ISSUE: 9 - Clarify datetime format in data dictionary entries

DESCRIPTION: The commenter suggests that the current description of 
date/time elements in the Data Dictionary could be ambiguous, since 
the ISO-8601 standard permits a number of different usages.

PROPOSED CHANGE:  The commenter suggests that the specification 
reference the W3C profile for date/time formats at 
<http://www.w3.org/TR/NOTE-datetime>.

DISCUSSION: The commenter's point is well taken.  However, the intent 
was to invoke the definition of the dateTime primitive element. 
Therefore, a direct reference to the definition of the dateTime 
element seems more appropriate.  This should have no impact on 
existing implementations.

RECOMMENDATION:  Revise all references to ISO-8601 to refer instead 
to the dateTime element as defined in section 3.2.7 of the W3C 
Recommendation "XML Schema Part 2: Datatypes Second Edition"
