Apology for Late Minutes-ETA

Hi Folks,

First I want to offer my apology for not having prepared the minutes 
from last week's EM Msg SC Meeting. FWIW, I have been working on a 
booth presentation for the Semantic Web Applications for National 
Security Conference that immediately follows FOSE this week. To say 
that this particular effort has faced some unusual challenges would 
be an understatement, and I will spare you a needless explanation. 
Suffice it to say, I will do my best to ameliorate the situation 
before our TC meeting tomorrow, but I would say it is a 50-50 
probability at best.
