With edits as discussed on the TC call earlier today:

1) Corrected typo on namespace value in data dictionary
2) URN namespace is mandatory in <alert> element.

Unless there are other edits identified immediately, this version will be
the subject of the TC ballot for adoption as a Committee Draft.
