This one is actually related to us having changed the name of the top-level
element (EDXLResourceMessage) to one of sixteen different names (e.g.,
CommitResource).

We made the change in some places, but not in all places (such as the body
of each section 3.xxx).

My proposed edits change most occurrences of "EDXLResourceMessage" (which no
longer exists in the standard as an element name) into an actual element
name (e.g., "CommitResource").

I have kept the word "EDXLResourceMessage" but reformatted it in italic in
section 4 (data dictionary entries), since those references can represent
any of the 16 element names.
