This version makes a start toward incorporating David Ellis's deployment
diagram along with a Use-Case for the initial 9-1-1 report of the incident
at the most local level. This is the bottom-up approach to showing policy
in emergency messaging with the ValueListURN.  Please note that we're
developing a scenario that includes a national context, two states, two
counties and two cities and the public context as well, so that we cross
most of the governmental jurisdiction boundaries we are faced with, and
include the public as well.
