Description
This Working Draft 10 version of the Distribution Element 2.0 proposes
adding support for "Layers" to the EDXL Common Types
and to the DE 2.0. A "Layer" is a set of name/value pairs that allows
users to extend the DE 2.0 with community-defined business data. For more
info on the concept of "Layers", see
