Yes, you are correct. There will some excess tag-gage. However, there are 
benefits - such as the ability to better express additional contextual info 
related to the circle and the polygon. I am beginning to get additional 
feedback from the OGC members. WE want a simple, but extensible and 
expressive definition for CIRCLE and POLYGON. Also was wondering if we 
should add "ELLIPSE" as much of the geometry that is available from the cell 
phone carriers is either point or ellipse.
