Eliot - This is excellent! I would like to share this information with the Sensor Alert System Interoperability Experiment team in the OGC. Is this OK? If I share this information, I suspect that you will get some very interested responses. In terms of best practice for which version of GML to use, most implementations have been done in GML 2.x. However, the current version is 3.1.1. This version will be upgraded to 3.2 via member approval later this year. 3.2 is identical to 3.1.1 but with a double jacket (cover pages) to indicate that 3.2 is also ISO 19136.
