You are correct. This was done at the request of Tom Merkle during a short
call after a EDXL SC call on July 21st.  It was decided that there were
items in the later model that needed discussion and TC buy-in.  

In the package created for review at
XL_Dist_Draft1.zip, a comparison of the schema that Tom Merkle provided and
the one you provided on June 28th lists the specific differences.

This version of the spec seems to be based on the older data model based
document (2005-May-2) and not the newer information model based document
(2005-Jun-20)  ??
