Again, an issue that was raised (and solved) during the Info-Model document discussion.

The info-model version supported this - see examples here [1].

There was also extensive discussion on this element and URNs and URIs as identifiers, resulting in a more flexible

(and true) set of elements for controlled and uncontrolled vocabularies.
