RM Action Item - Rqmt # 30 elements

All,

The following is a response to the action item referencing RM requirement
# 30, Keyword:  "Respond / track resource".  The action item calls for
mapping of the listed information elements to related messages / usage.

Attached is a matrix of these elements to messages for further discussion.
 I referred to the definitions provided in the original package.
* This addresses only the elements referenced in rqmt 30, but none of the
other elements.
* The intent is to define where each element is primarily used - mandatory
vs. optional is not addressed.  Obviously other messages such as responses
may carry the same element.
* Note that "Current Location" has a definition different than Art's
discussion of "real-time tracking".  This definition and Art's suggestion
will need to be re-visited.
