Management TC document repository.

In the EDXL-RM spec, we have used 3 ways to specify a location:

 - free text

 - GML

 - CIQ

This Best Practices guide will meet the needs of the GML location.

The CIQ spec also has a lot of options, but I suspect it would be difficult to cut it down as we don't know

the level of detail that users will need for addresses etc.

We should also consider a 4th option which is the use of a controlled vocabulary of location/place names (eg getty thesaurus)
