Attached is the latest version of the background and program for the ITU-D
event on Dec 10-12 in Geneva.  Please let OASIS Staff know, working
primarily with Dee Schur, whether any one from the OASIS Emergency
Interoperability MS members will be able to attend this event.  The ITU
Recommendation X.1303 (CAP) will be announced at this forum.

Please note they will be launching the ITU Framework for Cooperation in
Emergencies (IFCE).  It appears to me that this is an opportunity where we
should be seeking to include the range of EDXL OASIS Standards in various
implementations of this IFCE.


In addition, I have also attached a DRAFT version of the ITU-OASIS
Cooperation Agreement for "Cooperation in Disaster Preparedness and Response
through Emergency Telecommunications Standards and Global Information
Systems".

If anyone has questions, comments or suggestions regarding this DRAFT
agreement, please let me know directly.  I will be presenting this
Cooperation Agreement to the OASIS Board for approval in November, so I can
sign it in time for the Dec. event where the cooperation agreements will be
announced.
