OASIS Submission

Hi All,

I have attached the current proposal I was finally able to submit to OASIS.

  I am copying the Emergency Management TC to keep them apprised as we 
specifically mention this TC and will highlight EM TC standards and 
candidate standards in the presentation proposed.

I have asked Danny to update the SOA-RM TC and SOA-RM-RA SC.

Just so everyone knows, the submission remains editable. I broke up a 
couple of the longer sentences of previous drafts into shorter 
sentences and switched to active transitive voice as much as I could.
