I am aware of this activity. The OASIS project/activity is part of the larger European Union Spatial Data Infrastructure (INSPIRE) activity. Last April the European Parliament instantiated INSPIRE as an EU Directive, giving the program legal status in terms of implementation and procurement. The INSPIRE activity and related EU Framework projects have spawned a number of prototyping, testing, and application implementation projects in Europe, including ORCHESTRA, SANY, GMES, OASIS, and MOTIIVE.
 
Many of these projects have direct and real implications in terms of Emergency/Disaster Management IT deployments in Europe. There is an especially strong tie between ORCHESTRA and OASIS.   http://www.eu-orchestra.org/
 
Now, what is weird is that the OASIS Tactical Situation Object appears to ignore many other international standards! Not sure why. They do have a mapping to CAP 1.0.  I will ask our European members if they know what is going on.

Just wanted to know if any of you are aware of the emergency XML standards work going on in Europe entitled "tactical situation object."  There is yet another OASIS organization out there.  The following is take from a paragraph on their web site

The first version of the TSO has been defined in the frame of the European Union project OASIS (Open Advanced System for dISaster & emergency management); then the next versions have been discussed and set up in the CEN Workshop (the 'Information System for Disaster and Emergency Management' workshop).
