You mentioned XACML discussions are happening. The EM TC should be aware 
that there is an OGC standard called GeoXACML. GeoXACML supports 
interoperable declaration and enforcement of access restrictions for 
protected geodata in a service based application. A high level overview of

GeoXACML was developed in concert with input from the OASIS XACML TC. 
GeoXACML is being considered for addition to the DISR and is being used by 
DGIWG for deployed applications in Europe.

So, if this TC needs any geo based extensions for XACML, let's use GeoXACML!
