RE: OGC GML Simple Features (OASIS where) update - Circle

A couple of the editors are working the addition of the geometry type "circle by center point" into the document. They thought that circle by center point and radius is being added that they would also add "circle by arc" (3 points on a circle) and "circle" (actual coordinates of a circle) to the Simple Features definition. This is a trivial change and allows us (OGC to not only meet OASIS EM TC requirements but INSPIRE requirements in Europe.
