JIRA CAP issues for next OASIS EM TC meeting

We have a new JIRA Project, "Emergency Management TC," with a "CAP" component, which we are now using to track open issues for our EM TC meetings.

I've added comments that reflect our discussions at the last meeting to resolve issues 1 and 2, and added new issues 3 -6 .
