Aggregating and publishing an online registry of valueLists and definitions for scalar parameters might well be helpful.  However I'm not sure the TC necessarily will have all the various sorts of subject-matter expertise needed to play a credible role in defining the content of such materials.

Indeed, the whole point of parameters and valueLists was to decentralize the management of taxonomies by namespacing them so different specialist communities could contribute their particular expertise without OASIS being seen as an obstacle.

Personally I'd be much more comfortable with a narrower question:  Under what circumstances might OASIS be willing to publish, on open license terms, contributed valueLists and parameter definitions from outside entities?
