Here is the NWS experience on this topic.  The IPAWS v1.0 profile made eventCode mandatory.  Since some of our (NWS) alert types are not listed in FCC Part 11.31 (Title 47, Part 11, EAS Rules and Regulations) and therefore do not have an eventCode, we had to invent a dummy eventCode called "NWS" so that those CAP messages can pass through to the IPAWS public feed.  Looking back on it, I wish eventCode wasn't mandatory since it cost us extra work and we have to explain it to customers/users.
