It will be necessary to specify a set of event codes for the case of a "broadcast intrusive" warning (this is the Canadian term, the concept in the U.S. is termed an "imminent threat alert", and in China it is a "red alert). I think will have to be mandatory for any alerting authority that wants to have their messages delivered by FIA. 

In the FIA initiative, the intent is to automatically filter all CAP alerts from official alerting authorities worldwide. The type of event is necessary to determine the FIA messaging (a small graphic hat overrides online advertising). In this case, the message to be delivered does not parse the CAP text elements, important because those can be in any language. 

Of course, this does not mean that the eventCode would be mandatory across all CAP messages.
