the <area> block in CAP may either refer to the area where the incident is taking place or affecting, or it may refer to people we want to notify about the incident (area we are targeting in the alert). 

Often times the same area we want to target is also the area of the incident. But sometimes we want to target people who are not in the incident area, but still convey knowledge about the incident area.
