Subject: [OASIS Issue Tracker] (EMERGENCY-42) References should be non-normative?

    [ https://issues.oasis-open.org/browse/EMERGENCY-42?page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel&focusedCommentId=61240#comment-61240 ]

Darrell O'Donnell commented on EMERGENCY-42:

Normative - has a place in the document where it is associated with a SHALL/SHOULD/MAY statement. Additionally where it is the ultimate reference.

EDXL-GSF - other items (e.g. Common Types) are referred to as Normative as will GSF.

EDXL-DE - not referenced directly and only in passing. It is optional as a wrapper. Move to Non-Normative.
