I would like to Request TC Admin to begin a Special Majority Ballot to approve EDXL Situation Reporting v1.0 Working Draft 23 and its  associated files (contained in https://www.oasis-open.org/apps/org/workgroup/emergency-msg/download.php/58469/edxl-sitrep-v1.0-wd23.zip ) with Non-Material Changes as a Committee Specification.
