Yes, it is.  How do we reach out to these people?  They need to know that CAP is an international standard supported and endorsed by the World Meteorological Organization and also ITU-T Recommendation 1303.  We can also point them to the 10+ years of annual workshops we have had on the topics.

The Public Alert CG aims to establish specifications for a regional or global network that can send urgent information to any connected device. PALCG will improve upon US's WEA and intends to implement a similar system globally....This is a community initiative. This group was originally proposed on 2016-12-20 by Jacob Pratt.
