  1. Subcommittee Reports. 
    1. Reference Information Model (RIM).  The RIM has been discussing and planning for a reference implementation.  See notes in the RIM SC regarding the Emergency Management Framework Toolkit.  A request was made for support developing the EMF via the Emergency Member Section Steering Committee (StC).  The StC has taken this on board, reviewed and voiced support for funds to be allocated to this development.  To that end, ADAIQ who already has most of the EDXL specifications developed in open source, have been approached for doing this effort under an OASIS contract.  For this effort, the RIM recommends that a Github repository be set up as follows:

 

Repository name: "github.com/oasis-open/emf"

 

Short description (this will appear alongside the repo name in github): "The OASIS Emergency Management Framework (EMF) is a reference implementation and toolkit for enabling standardized emergency information exchange using the OASIS Emergency Data Exchange Language (EDXL). With the EMF, developers and users can create, send, store, template, visualize, search, and organize emergency messages.  EDXL provides standardized alerting, resource sharing, situation reporting, tracking of emergency patients and clients, hospital availability, as well as packaging and addressing of emergency messages and attachments."

 

ReadMe:  A longer purpose README file referencing the MIT license and the name(s), email(s) and Github id(s) for one or more people who will act as the initial maintainers has been drafted by Jeff Waters and is found at https://www.oasis-open.org/apps/org/workgroup/emergency-if/download.php/69155/EMF_Toolkit_README.md.pdf .  The README will be a living document and will be part of the repository.  It will contain the purpose statement, information about how to contribute and use the open repo software, when it is available, and the following information:

* The license will be MIT license (https://opensource.org/licenses/MIT)

* Initial Maintainers will be:

Note:  Jeff suggests installing and running the EMF as a docker container.  This ensures the most reliable reproduction of the working software, since it includes all dependencies, and doesn't require the user install a bunch of dependencies directly onto their machines.  He thinks this is easiest and best for a non-production reference implementation.

 

MOTION:  Approve setting up the Emergency Management Framework toolkit Open Repo. The following details are provided:

 

    1. Common Alerting Protocol (CAP).  The CAP-SC has been tirelessly working on the Event Terms Committee Note.  A huge thank you to all members of the committee and especially for Norm and Rex that have labored so long over this work.  The SC voted via ballot on the working draft 4 and submits that document to the EMTC for our consideration and vote.
