Groups - EMIX TC Technical Session added

This is our first "Technical Session" -- an informal opportunity to discuss
issues and work contributing to the work of the TC.

This is NOT a TC meeting - attendance will not be taken, and it does not
count for voting rights.

We are using a different telecom number for this meeting because much of
the TC, including the chairs and person who would start the call, are at
Grid-interop sessions. Text chat is the same.

The teleconference will start when the first person calls in, and
terminates when the last hangs up.
