Groups - EMIX TC Regular Meeting modified

I've included the agenda for the EMIX Regular TC Meeting at 11am EST/8am
PST on Thursday, February 25.

We'll finish our discussion of the optional elements in the information
model; we've previously covered the mandatory elements and the first two
optional elements.

The next step is an update to WS02 to incorporate our discussions, and to
propose at least one mechanism definition. My goal is to discuss issues
related to that work in progress at the workshop meeting on March 4, and
the updated WD03 or 04 at the subsequent regular TC meeting on March
11th.
