The use of Specification and Note creates conflicts. Often what's in Note is a better explanation. E.g. Currentcy - Gives examples of codes but not currency. Note on Meter has nothing to do with MeterID. In some cases it's not clear . E.g. timestamp - refer to a def or define it. Time produced - what form/date?
