Yes this needs more clarity.

235 " Intrinsic qualities limed to price and what the meter can provide."  The meter normally provides only an ex-post reading of energy over a period.  This seems like a limited definition.

MeterID has yet to be defined by the CIM should have a way of doing this.  One reason for the MeterID is that because of losses and other considerations. meters in the same general location may deliver power at different prices.  

More work needed on this.
