Good start -- Some comments.

One important piece missing in offer I see missing is the "when?" I may be able to offer on Thursday and NOT on Friday -- we're assuming that the offers will be everyday? Can I set my offer for a certain period?

Precisely describing the ramp rate (up or down) of x kW/minute may not be trivial and requires a sophisticated telemetry and forecasting instrumentation/automation -- are we requiring that? Should we just say I can move from W to X/Y/Z for h hours for $d?

Also are we assuming that the generation capacity = transmission and/or supply capacity? This may change based on electricity markets and to whom the offer (by buyer) is made.

What do folks think the offer/advertisement looks like, with conditionals, with the hints. Ideally, a resource could change its mind, bring other assets to bear, change, and advertise / register that at any time. (Not implying the regulatory hurdles in place, just discussion the informational capabilities).

 

Perhaps we need some examples to walk through…
