Extensibility includes the ability to add additional elements.

Evolvability refers to mangement for moving multiple extensions into a future version of the standard.

For example, and additional item in an enumeration might require a prefix that is not "emix_", and when an extension is adopted (perhaps with changes) the same name might be used with "emix_" as a prefix.

Specific changes needed are structural and depend on the meaning.

Leave this open until children issues are filed (against a later wd) that indicate areas of extensibiliyt and/or evolvability.
