I have seen the comments, but did not know enough to do anything but bring a rock. ("Bring me a rock. This one? No, Bring me a Rock.) 

I look forward to ironing out the 3 part bid.

Ed, I will get home tonight around 9:15. Clearly I my work will get less effective no too much later than that, but if you can send me a sketch by then, I can try to push it into an XSD after that. 

Sean: If you want to comment on the draft, will share with you, to. Perhaps we can get this nailed down this evening.

Sean,  I agree.

We need a three part bid (tender) structure, startup cost, no load, cost and a multiplicity of price, quantity pairs that can be sorted into a monotincially increasing price. 

This appears to be missing from WD14.

As you have previously explanined to the TC, an ISO or a VTN takes this three-part bid and the resource characteristics such as ramp rates and dispatches the resource to minimize total system cost etc., This results in awards (transactions) between the resource and the ISO (VTN)

We need to include this information from the IRC model as submitted to the TC.  I will work with Toby to get this done.

This structure also applies to DR resources perhaps with some  modifications.
