Thanks again.  Toby and I have been struggling to get this right and it is not yet right.  First, I suggest we revise the paragraph at line 381 as follows:

In many electricity markets Operators are offered electrical products based on Resources (such as generators and load curtailment). EMIX uses EMIX Resource Capabilities to describe the responsiveness and other capabilities of these Resources.  Typically, but not always, a Resource is registered with an Operator.  Generally, the Resource Capabilities are expressed at registration.  A Party can tender to the Operator one or more EMIX Products produced by a Resource.  The Party may specify the quantities of each product in each time interval, or make an economic offer/bid to the Operator.  The Operator will then evaluate the offer taking consideration of the Resource Capabilities and possibly award transactions of EMIX products to the Party.

If this is agreeable, then we need to go though both the schema and the specifications to make the necessary changes in wording.
