All -  It appears that the work undertaken here has attempted to come up with their own taxonomy  rather than utilizing utility industry accustomed and seasoned taxonomy.

 Unless we try our best to utilize terms, definitions etc in the right context the end use of the deliverables coming out of this effort will be so alien to practitioners in the industry and in my opinion will become shelf ware. Will try elaborate the point with a few examples.  In section 7.3.3 Power Offer for power resources, the authors use the term "power resources" generically. This to us means a generation resource and would be best to refer to them with the commonly used terms. Also in the same section , the authors have presented a name "Maximum Power". This, in the utility industry parlance could either mean " Economic Maximum Limit" in certain instances and "Emergency Maximum Limit" in other instances and "Name Plate Maximum Limit" in a 3rdinstance depending on the use of this information if used to refer to a "generation resource".  Similarly many of the terms presented  in this document appear to be deviating considerably from the common utility industry terminology.
