Not clear to me what is meant by the comment. Is it requested to rewrite the paragraph with a list such as:

Power can be bought under terms that
(a) specify the rate of delivery (power)
(b) specify the energy and its rate of delivery (power)
(c) made available as Full-requirements Power
...
