WIP Schemas for EMIX WD18

Simplified / normalized Resources as dicussed last week.
General EMIX constraints and requirements now in Core EMIX namespace, but
isolated in requirements.xsd.
Added schedule constraints as optional contraint
split contraints into two lists, phsical constraints, and market
constraints (i.e. minimum compensation, etc).

Additional sub-classing of constraints and reuirements abstract classes
inside resources, i.e. the ones that mention specific power quantities,
etc. 

As a minor isse, alligned with current WS-Calendar schemas.
