In the document notes (which I thought would go out with the notice) it also states:

Minor tweeks to emix.xsd (in marketContext) 

Most changes to resource: 
- created missing elements to match types 
- use references consitently in higher order objects 
- new semantic type (at bottom of document) 
- made resource enumeration extensible, nore uses resource enum in power, uses NIEM naming convention (not enum-)
 - added separate loadCurve element

This package includes two alternate emix.xsd's.
emix-with-gml is intended to be normative emix-without-gml is intende for use by people testing the schemas who want a faster round-trip in code generation than you can get with GML included.
ServiceArea, one of the interfaces, is the only missing feature.
