A schema with the requested Power and Energy Units has been uploaded to: http://www.oasis-open.org/apps/org/workgroup/emix/document.php?document_id=41748

These are the units used by Energy Interop for the OpenADR profile messages and is needed to meet the OpenADR requirments.

Note the following language from the SGIP PAP09 Collaboration Page in the "How" section, with similar language for PAP03:

"The work should be done in alignment with IEC 61968 (the IEC TC57 Common Information Model or CIM). This has driven some of the restructuring of the task table, in addition to other efforts. Specifically, 

•Where appropriate, reuse published DR components from the IEC TC57 CIM "

These are existing structures in CIM and definately "appropriate".

This was opened as a "spec" issue but is also applicable to the schemas.
