I honestly do no know what to do with the line numbers that are not counted in a consistent way.

but Section 15 is 'Conformance Rules'. I think this is referring to 
Section 5 'Constraints and Market Requirements', not Section 15. 
If so, change '15' to '5'. 
Same issue with tables at lines 576 and 580.
